As our chief legal officer, Robert oversees Pentegra’s legal, compliance and governance areas, and leads a team devoted to regularly consulting with clients regarding ERISA issues, IRS, DOL and PBGC regulations and their impact on plan design and qualification, as well as plan compliance. With more than 35 years of experience in all facets of retirement benefits, Robert has been involved in every aspect of our business. His talents extend beyond that–he was also instrumental in procuring a change to Section 413(c) of the Internal Revenue Code and in obtaining a prohibited transaction exemption for Pentegra—which is no small feat—both of which have been integral to the growth of the business.

What He Likes Best About His Job:
Robert is an all-around great person to work with, and really enjoys helping clients and his peers navigate the complexities of the compliance world, especially when it comes to making legal jargon understandable. He has counseled clients on qualified and nonqualified retirement plans, welfare benefit plans, and compensation arrangements.
What He Has Been Up To Before Joining Pentegra:
Robert was in private practice specializing in all facets of employee benefits and tax law, and served as a professor in employee benefits at the Adelphi University Lawyer’s Assistant Program. He also has been a frequent lecturer in the field of employee benefits.
He Got His Start At:
The New York University School of Law, where he received a J.D. and LL.M. in Taxation, and the University of Rochester, where he earned a B.A. in Mathematics with distinction.
